摘要：本文简要介绍了 EOD 模式的内涵、优势及发展状况，着重分析了流域治理存在的问题，

EOD模式下流域治理类项目主要的投融资方式、收益回报来源、资金筹措途径等，为解决流域治
理类项目资金平衡难题，推进生态环境治理与产业融合发展提供有益的借鉴和参考。

Abstract:This paper briefly introduces the connotation, advantages and development status of EOD model, and
focuses on analyzing the existing problems of basin governance, the main investment and financing methods, income
and return sources, and financing approaches of basin governance projects under EOD model, so as to provide useful
reference for solving the capital balance problem of basin governance projects and promoting the integration and de⁃
velopment of ecological environment governance and industry.
